Unable to Upload Images During Offline Enrollment

Is this a fake outlet > Check checkbox > Continue

Tap to capture store front photo > Capture photo > Use photo

Upload failed - No internet connection.. retake photo to retry
Actual Output:
The user cannot upload or capture an image while completing the enrollment form in offline mode.
Expected Output:
The user should be able to upload or capture and attach images while completing the enrollment form offline. The image should be stored locally and synced once the internet connection is restored.
